We already have a social welfare program to help the poor afford health care. It's called Medi-caid.

Medicaid is only available up to about 150% of the poverty level. There are millions of Americans working in low wage jobs, that have zero benefits, and cannot affort health insurance premiums. And you Ayn Rand-Conservatives would love to just watch them die in the streets.
