The FBI system was manual and slow but quite sophisticated. All prints submitted to the FBI remained on permanent file. Each was given a unique classification and indexed. When new prints were submitted by law enforcement, each was classified and checked against the index. If the cops ever send Don Draper's prints to DC, Dick Whitman's will pop up.
