Um no. It's not. There really isn't an age restriction on buying a vibrator. What there is a restriction on is someone under the age of 18 entering a store that sells sex toys. Since they often sell porn and other things of adult content, they generally don't let anyone under a certain age into the facility due to US law. (And this particular law had nothing to do with child porn.) If she orders a sex toy on the internet, there is no age requirement. It only becomes child porn if she video tapes/takes pictures of herself using it.
