I took that to mean you think that Brian Dugan, and his criminal behavior, is a product of the environment that he grew up in. You seem to be saying that the community that fostered him, is responsible for his crime.
Nurture.
I believe he has a diseased brain. A brain deficiency. I think that there are Brian Dugans walking around right now who are trying desperately to blend in with a civilized society that would be appalled to know he exists among them, rather than feeling like he had been "fostered" by that society. He's not like other members of that society. He has a diseased brain.
Nature.
The notion that Dugan would not have murdered Jeanine had there been no death penalty is one I've argued against many times. I won't bore you with details, but suffice to say that I think anyone who'd rape a child, or an adult, would murder....with or without the ultimate consequence if caught.
A rapist is a murderer, whether his rape victim actually dies on the spot or not.
