Fox "News" was basically the conservative media outlet of the Bush White House for the entire time. Fox didn't "report" on what happened policy wise, it just passed the info on to the viewers and demanded that nothing be questioned. Fox was strict like that. They were loyalists.

To say that Fox just gave Bush "fair" reporting is pure bullshit. Fox was in on the joke that was the Bush presidency from the begining. And they were there til the bitter end as well.
