That is exactly the dilemma.

And I made it fairly clear to the FGs in my message - it will be a long-term goal to have a large majority of the class be graduates of U.S. schools. I just can't justify anything else in the interests of the program if I want it to be taken seriously. And they understand the unwritten rules of this game; they come in with full understanding and memory of how the stigma of foreign training affects their opportunities and how they are perceived once here. But my impression from the first batch of responses suggests that they appreciate my taking on the issue and my determination not to let low-quality USGs crowd out qualified FGs in the shorter term. And at least I feel like I've been open with them now, so that dwindling percentages of FGs in the future will be less likely to be taken as an affront or a surprise.

As you note, it will be a balancing act that is most difficult early on (at least if I'm successful).
