If they knew where they came from, there would be no need to trace them.

Basically, if they thought the gun might have come from America, they sent the number for tracing so we track down the seller and purchaser. If they knew the gun didn't come from America, they didn't ask us to trace them. The vast majority, which they did not ask us to trace, obviously were NOT smuggled from the U.S.
