I think he's assuming that military coups cannot occur in this country like it does in the majority of attempted democracies world wide because of the magical properties of our soil -- the same soil that was supposed to guarantee that each generation of unskilled worker would be more prosperous than the previous. The same magical soil that was supposed to be inhospitable to the violence of Mexican drug gangs despite the gang members themselves being able to stay on our side of the border without permission as long as they please.

We don't need to deter coups or Presidents from declaring themselvess Present-for-Life because we have 9 people in black robes who will deny him the power!
