Lack of regulation allowed banksters to create bogus loans, sell them with fraudulent ratings, then "insure" those losses in the derivative "market" (if by "market" one means a collection of billion dollar pigs in a multi-hundred trillion dollar poke) and collect on the back end for losses they knew would happen because they structured the fraudulent securities. Even for securities that bottomed out that THEY DIDN"T EVEN OWN.
