Saletan is saying that in order to determine whether she consented, we should take into account the probation report. That report ignored the victim's testimony and instead evaluated whether the victim's conduct fit a societal stereotype of a good girl. Saletan is thereby endorsing a view of consent that says that despite what the victim herself said, she was asking for it. I say "perhaps unwittingly" because I suspect that he has not actually read the report and may believe it to be more creditable than it actually is.
