"Loser names" legislation

This is a bit of a tangent to the article, but the following sentence brought it to mind:

It's easy to see the allure for Republicans of this voter referendum, which has a predictably misleading name, the Presidential Election Reform Act.

I think a law should be passed giving the losing side in every bill the opportunity to name the legislation whatever they want. Seriously, wouldn't the "Patriot" Act be better known as the "Unconstitutional Power Grab and Warrantless Wiretap" Act?

Giving the losing side the power to hang a descriptive name on a bill would also be great fun during elections -- "Did you know that the incumbent, Philo T. Fnord, had the audacity to vote against the 'We love fluffy bunnies' bill?" Rare indeed is the bill that is at once useful as well as amusing. And in keeping with the bill's intent, it would probably be renamed the "Sore Losers Soapbox and Complaining" Act -- which is a small price to pay to stop state and federal lawmakers from using attractive names to sell moronic legislation.
