First, you draw up a plan, then you practice the skills needed to carry it out, then you assign it as "the mission" and then the special forces assigned, follow their orders, they have some leeway, but they have an objective. When the assignment is to include friendly fire to draw us into a war, you try to take down the bare minimum necessary to enrage the nation. On 09/11 it was remarkable how few people died... both the jets used on the Twin Towers flew right over nuclear power plants; had they chosen to plummet both jets into the same reactor it is estimated that they could have killed 25 million Americans with the radiation. Terrorists are not stupid, they knew that was an option.
Pentagon was struck by a mock plane that completely disintegrated into a fire ball. That was designed as the big show, the damage was supposed to be inflicted by three cruise missiles, all three of which hit the target but all three failed to designate. They covered the dud cruise missiles with blankets and carried them out on stretchers. Two or three hours after jet impact, someone pulled a rash demolition that split the building; they say the fire did that... a much worse joke than the twin towers, the pentagon did not collapse from fire.... especially a couple of hours after the fire crews had already arrived... the Pentagon has rings of 8 foot concrete walls, it is virtually indestructable. Not one window at the center of impact was even cracked from the "jet"... the fire was not anything like NYC fires, how tall is the Pentagon? five stories? And it was the only attack in the whole of Washington DC. No jumbo jet, no bodies, that flight was landed at Cleveland and released later that day. There was no bodies to bury from that flight, no cabin, no wings, no fuselage, no tail, no landing gear, no flight crew... there was no jet left over at the Pentagon... it landed at Cleveland.
