So answer the question. What does victory look like? A world in which Muslims exist, but are unable to commit acts of terrorism? How? There are always going to be public areas. There are always going to be explosives.

So is your position that the Cold War is still going on? As you say, ideological communism is not restricted to one nation or empire - look at Cuba, China (sort of), several South American countries. So, how can the Cold War ever be won? Theortical ideas generally don't die, so the idea that the government should control property and means of production can never be defeated. How can the Cold War ever be won?

And how can a War on Terror ever be won? How can we achieve a state of being in which no one was the ability to perpetrate an act of terrorism?
