I haven't found that CIOs want employees in other departments to be efficient or effective. They do not view their own department as a support department, which it is. They have no problem instituting rules that make it much more difficult to do business, but show that their OWN department is doing very well (they've minimized contact with those stupid, unwashed users). They are not interested in what the business is trying to accomplish, they do not partner with the business to institute technological solutions.

Although I now work in government, it was very much the same when I worked in private business.
