Last year the Italian's tested their northern rivers for drugs and what they found made them at first think that someone had dumped a couple of pounds of amphetamine in the water. Only later did they realized they were getting for the first time an accurate reading of the amount of drug use that was taking place, not what they wished to believe. Every year the the DEA goes before Congress and asks for more money to continue the fine job they are doing removing drugs from the streets. But what if they are not doing such a fine job. What If they had to show what they missed that found it's way into the sewers, they might not have such an easy time of it. A well informed citizenry is necessary for democracy to work. Real time, on the spot, drug use information is necessary to determine if our drug policy is working, and if it is cost effective, or if there might be other better ways to resolve this issue. Locking people up for drugs cost more every day. (They might want to test and the nation's federal and state prison wastewater while they are at it. If they can not keep it clean in there, how do they expect to clean it up out here?)
