In a city that is virtually bankrupt, with one of the highest homeless, and unemployment rates....it would seem that MJ's gifts would be used to commemorate a man known for his charitable contributions by giving the toys to homeless children and the flowers to children's wards. God forbid Detroit would do something that benefits anyone but the current ruling city council.
