The garment industry is made up of adults who should know better than to design obnoxiously sexually provocative clothing for pre-teens. It was wrong for the tobacco industry to market cigarettes to teenagers, it is also inappropriate for the fashion industry to sell thongs to eleven year old girls. If the pornography industry was openly marketing porn to eleven year old boys (they're hitting puberty sooner too, after all), that wouldn't be right either. So yes, you can blame the suits for chasing profit in inappropriate ways, regardless of what's happening biologically in the population.
And anyway, you'd think with all the people now complaining about the lack of modest but non-ugly clothing choices for their kids, the fashion industry's overlooking a major market demographic? It's like how Americans keep getting fatter but large women can only find hideous old lady clothes in the stores.
