Prisoners, since they are under the control of the state, are considered particularly susceptible to coercive abuse as subjects in clinical trials. As such, prisoners are allowed to be used in clinical trials under only the most stringent of circumstances. To participate in a clinical trial you must be freely volunteering. Experimenting on people who are not volunteers violates every ethical code on the planet. Are you really suggesting we return to a system practiced by the Nazis? I pray you are not serious. Not to mention the black community in this country is still often wary of doctors because of atrocities like the Tuskegee Syphilis Study. The scandal when the Tuskegee Study became news led directly to the creation of Institutional Review Boards at every research institution that are now an integral part of how we protect patient rights and protection of animal research subjects (minimization of numbers, pain, etc).
