Prisoners, since they are under the control of the state, are considered particularly susceptible to coercive abuse as subjects in clinical trials. As such, prisoners are allowed to be used in clinical trials under only the most stringent of circumstances. To participate in a clinical trial you must be freely volunteering. Experimenting on people who are not volunteers violates every ethical code on the planet. Are you really suggesting we return to a system practiced by the Nazis? I pray you are not serious.
