International comparisons, such as with the South Korean President’s position, needs consideration in a different context. Not completely sure about South Korea. However, in Japan extremely few Japanese people drive and drink -- including college students -- mainly because of severe anti-drinking laws while driving and their fear of the consequences if caught. As a result, nearly all opt to ride with a non-drinking driver, flag a taxi, or ride public transportation, which excels throughout most of the country.

Meanwhile, the campus situation differs markedly. I’m unaware of any university that issues parking permits to students. And the exorbitant cost of off campus parking is prohibitive for the vast majority of students. In addition, dorms and other on campus living for Japanese students is unusual. Thus, we should not consider, for instance, a university president in Japan deeming smoking as more dangerous than alcohol as off base.
