Smoke comes from the burning or smoldering of a material. Once settled there is an odor from the settled particles, but something does not smoke unless it is buring or smoldering.

If your sister truly does not smoke in the home, then smoke in her home is an anomoly by some intake of smoke from outside or she does smoke in the house. What you are smelling may be the residue of smoke on her own clothing, transferred to the furnishings in her house, transferred to your own clothing. More than likely she smokes in the house and the particles have settled in the house.

Unless I am standing next to people who are smoking or in a smoke filled room, my clothes have never reaked of smoke and I have only seen smoke when something is burning.
