The criteria is that a candidate must be polled at at least 15% approval to qualify for debate participation. However, some presidential polls don't include the names of 3rd party candidates, which makes it difficult to reach the set criteria. Plus, Ross Perot was able to participate in 1992 with only 7% approval. I think it's all absurd.
