Mayor Sarah Palin fired Wasilla Police Chief, Irl Stambaugh, because Stambaugh had supported the prior mayor, John Stein, in the mayoral election. Palin hired her own top cop, Charlie Fannon, who came up with the policy of not guaranteeing payment to hospitals conducting rape forensic exams.

We know that Palin never had a problem turning down proposals by Chief Stambaugh. Stambaugh had proposed that Wasilla change the tavern closing time from 5AM to 2AM.
