it's the 20% that understands this didn't happen overnite, that there was a specific reason for the Gramm bill being passed, that no attempt to veto it was made by Clinton, that no one in Congress went into that decision knowing or believing it would deteriorate into the current mess, and that when alarm bells were sounded by several sources, neither the Dems or Pubs paid any attention.

The signing of the bill was not the problem. It was the lack of attention to the warning signs and alarm bells by both parties that made this much worse than it might have been.

And the 20 %ers don't have any particular party label stuck on their chest.
