She was mayor from 1996 - 2002. The article says the city didn't receive any earmarks the first few years, prior to the hiring of the Lobbying firm. From your link: " All told, Wasilla benefited from $26.9 million in earmarks in Palin's final four years in office."

She was elected governor by running on a platform of being flatly against earmarks. "As governor, I've stood up to the old politics-as-usual, to the special interests, to the lobbyists, the big oil companies, and the good-ol'-boy network," she said Friday.

Looks like she's changed her mind from way back in 2002. Like she changed her mind about The Bridge.
