McCain says storm requires acting "as Americans, not as Republicans." I guess he means that helping fellow US citizens in crisis shouldn't be beneath the dignity of the administration or viewed as a distraction. Or that using a national disaster as a cover for trying to take federal control of only states that had democratic governors in order to embarass the other party isn't a good use of resources. Or that buying hundreds of thousands of trailers that were contaminated with toxic chemicals and knowingly giving them to disaster victims is now a no no.
