There is an implict arrangement between Repugs and Dems.

Repugs give tax cuts and create big deficits to enable Dems to win and come in and replenish it with imposing higher taxes. Once replenished, Dems lose because of raised taxes to Repugs and the cycle continues. Its the public which falls for their tricks. They are both one party in the name of democracy. Call it a kingdom !!
