"Media" is the plural form of "medium", so "Are The Media Being Too Mean To China?" is perfectly correct.

Granted, "media" is most often used, not to mean a group of communication outlets, but the profession or industry as a single collective whole. But if you're going to be all pedantic and nitpicky, "are the media..." is correcter, if you will, than "is the media..."
