No one could claim that someone is in control of something, but its easy to understand that we can't point our finger at someone for each and every thing that happens, particularly if the list of usual suspects is limited to the US Gov't, Repubs, Neo-cons, or whomever.Many people felt back in '91 that we should have rid the world of Saddam. Does that make all those folks complicit in the 9/11 conspiracy since they also have advocated invasion way back when?
