It's still wrong. The free market can handle it. If there really were too many fast food shops, then they wouldn't be profitable and some would close. At the very least, new ones would not open. The fact that new ones open mean there's still a greater demand then the supply, so this zoning law is in effect a "prohibition lite". It still restricts choice.
