1. Do we expect consumers to bear the full cost per mile of using transportation.

Well yeah, one way or the other. We can pay for it directly of through taxes. After all, the money the government spends comes us in the end (minus the yearly deficit of course).

A better question is "should we trust our futures to the the aggregate decisions of each individual or should we try to plan as a corporate structure?" It w prove to be very difficult to to build a modern transportation system if we all work as individuals.
