I like your point, with a caveat: If this article was about strategic zoning in L.A., then talking about already having too many fast food restaurants would be a very normal point.

That isn't the talking point of the article, however. The point the author makes is that "people are too fat, therefore we need fewer fast food restaurants". Looking after strategic zoning is one thing - looking after people's diets is paternalistic.
