And a lot of them are poor and a lot of that ill health is due to a lifetime of bad food, smoking, booze, not having money for doctor visits, etc.

I don't think the plan is that bad. It's no new construction, I live in a marginal neighborhood and I've lived in worse and it's the same in all of those areas - there's a greasy fast food joint every 12 feet - and no one orders the salad. And you order your large coffee w/ 6 sugars and 4 creams.

There's no reason to sell even more crap to people who are forced by economics to eat more crap than already is good for them. Fresh salads stores may not pop-up to take the place of the umpteenth Deep Fried Food Shack - but it's a start.
