Big box stores aren't fighting to move into urban areas poorest neighborhoods. For one thing, those neighborhoods don't have the available land for a large store and parking lot. If they were to be allowed in densely populated cities they would end up in commercial or industrial neighborhoods and difficult to access for people who rely on public transportation.
