Not at all. Tim's point is that notions poverty should be decoupled from income and instead tied to effective participation in local society. Instead of deciding on whether some level of income is defined as poverty, we should pay more attention to lifestyle factors.

Under an income-based model, all kinds of people who are not by any reasonable definition living in poverty are nevertheless technically poor: you can be a student at Harvard, own land, and have $90K of income from capital gains and technically fail some income-based poverty standards.
