It may not be intended racism but it is racist nonetheless. One never hears a White person described as "articulate" although many are not and those who are could very well be paid the compliment.

Most people, white OR black, are not articulate but whites have a hard time understanding what black people are saying because most of them are either just dumb as hell or practice jive bullshit talk. When one encounters a black person who is well spoken, it is a novelty of sorts and is very noticable.

When a white person says a black person is "articulate", what he actually means is that black person talks like a white person.
