migrants vs immigrants

While I appreciate your frustration on one level, I haven't had the benefit of reading your full-fledged position and recommendations.
Why should we lump immigrants and migrants, (documented or otherwise), together. These are two legally and actually distinct groups. If a serious discussion is to take place we need to understand the difference.
Migrants are valuable temporary and or seasonal workers necessary for certain industries to function and flourish. They may be periodic but they are by definition not permanent residents. Even if they are in the country illegally they are here temporarily and do not plan on permanent residence.
Immigrants are foreign born nationals that have abandoned their native land and seek to permanently establish residence in this country.
To describe would be immigrants as migrants is to unnecessarily conflate the issues. This does nothing but add confusion to a debate that is already hopelessly convoluted.
