I know Bush had discussed some sort of auxiliary type network of docs, EMTs, police, and fire to organize in the event of a natural disaster or terrorist attack, but that seemed to go by the wayside with the color threat chart.

If this is what Obama is referring to, something of that sort would be helpful.
