Bush's motives are obviously not pure here, but the concept isn't too far out there. The main difference in hiring practices seems to be a change in the type of questions asked. Instead of, "Do you feel that a woman has a right to a safe, legal abortion." or "Do you believe that abortion and/or birth control is moral.", you have to switch to "Can you and will you provide abortion and birth control services as per your job description without prejudice and without making moral objections to the patient and coworkers?"

I imagine the distinction isn't too far removed from non-Catholic catholic school teachers. They might not have to believe in the saints, but they should be able to teach their subject without criticizing Catholicism.

Now the real outcome of this will be more like thousands of anti-choice people applying for work and then making formal complaints when they're not hired all in the hopes that federal funding will be withdrawn.
