There are some bad decisions that will be made, and certainly some "fads" that will crop up. If you need someone to blame for those, sometimes you can look higher up the chain to the regional BoE. Again, I'm not saying that all or even most admins are good, but make damn sure you know how to tell the difference.

Actually, this is sort of my point. I understand that sometime the BoE ranks can be filled with political appointees and non-education members of the community, but often you see the worst administrators get district jobs based on the same self-selection process that I already described.

I happen to agree with your assessment of IT management, but I think that drifts too far away from the topic to really get into it.
