This is a really serious issue

Could there be anything more dangerous to the existence of the Republic than a situation where we had people in different branches with competing claims to the presidency in a time of war? Wouldn't this tend to promote active rebellion within the country at a time when we would most need unity to face an outside threat? Isn't this the utmost example of an issue where it is in the self-interest of both parties and all three branches to make sure everyone knows exactly what the rules are before a crisis happens?

And what conceivable argument can there be that the rules should be secret, meaning that citizens would learn about them for the first time when disaster strikes? Because that tells The Terrorists whom they have to kill? This is madness, plain and simple. Congress needs to fix this, NOW, regardless of who the President is.
