It is the responsibility of the parents to discipline their kids and teach them to behave in school. It is also the primary responsibility of the parents to recognize and deal with their kids' behavioral and learning problems, working in conjunction with what resources the school system can provide.

The schools now are a dumping ground for irresponsible parents.
