So, these people are having children to win prizes? They are basically bribing people who don't want to have children, into reproducing for the chance at a prize. It's like the most horrible lottery ever!

What happens when theirs is the "loser" child, that didn't win them anything. Congratulations!! You get to keep your "losing ticket" and raise it, for the next 18 years!!

Will these children be nurtured, cared for, loved? The Russian government doesn't seem to factor that into the equation. They just want to add, add, add. More bodies, doesn't mean a healthy, functioning, population.

What the former soviet union is suffering from is their population control policies during communism, which encouraged abortions. (I lived in a former soviet republic, so this information is from those who lived through it)

Now they have a generation of people who don't have any idea what to do with a baby, and they are encouraging their folkes to have them...to win prizes? I'm not sure what kind of quality population they are looking for, but this isn't the way to get it.
