A tiered system (which is what it really amounts to) is unlikely to fly in this country. It would be political suicide to suggest to people that some kids need to be in a special school or special classes in their school systems. Instead we get education for all (which doesn't help the less able, and provides less for those who are able.) As a result, those who live in really bad school systems and can afford it send they're kids to private schools.

Most people don't factor in the tiered system in Europe when they compare our testing scores.

Instead of a real education plan, we get political BS like education for all, and "no child left behind."
