Commander should have been court-martialed for falsifying his readiness reports.

Each unit has a TO&E. Flak vests are part of it. If his CO had been reporting his unit "ready" with this equipment in hand instead of what is called for in the TO&E, he should be court-martialed.

The readiness reports are the ONLY way the upper echelons (including the President) have to know how their units can be expected to fight in a time of war. You really don't expect the President to come down and inventory unit Flak Vests, do you?

And from the Generation Kill website, they state that ONLY 3 of the people in the film are actual soldiers. The rest are actors.

And if you think "The Wire" is really representative of Baltimore, then I guess you can believe that this series won't have its only "take" on Iraq for "selling" purposes.
