As a matter of principle, tell me this. Say a new model of the Yugo came out that was more dangerous than ever. Would it be okay for the government to have a statement issued to prospective Yugo buyers saying that the Yugo is unsafe?

What I'm getting at is this: is it only the content of SD's message that is a problem, or is it the idea of a message itself?

What if there is disagreement between safety people about whether the Yugo is unsafe?
