His example was, I think, about an individual's right to free speech. Yours is a bit different and probably more relevant. In your example it would be the government of Orange County taking a position on a statewide election issue. I think it's okay for a County Commissioner (or whatever they have there) to take a position, or even for a city council to pass a resolution on the topic. I think there are good reasons for polling places themselves to be run in a politically neutral manner, though, among them to avoid the appearance of corruption.
I don't think this means that governments can't make receiving information compulsory in other circumstances, though. The SD abortion law is closer in kind to the requirement that cigarette packs have a health warning on them.
