Congress in theory can't pass an "ex post facto" law

since new laws typically can not go into effect until signed by the POTUS - making them effective at some time AFTER the signing. However, if such a law were APPLIED to a prior act, THAT would be ex post facto enforcement.
Regarding treaties - Congress doesn't write treaties. They are negotiated with the Executive branch and executed after approval of the Congress.
