I do have some ideas on this matter, but need some time to collect my thoughts, which are now strung out on the following seemingly disparate strands:
1) Talcott Parson's "functionally dysfunctional" analysis of NYC's 19th century Tammany Hall;
2) military logistics and the "acquisition reforms" of the 1990's (another Bill/Hillary/DLC give-away to the money-men)
3) extraction of signal from noise.
4) the cynicism of the Founding Fathers
As disparate as (1-3) seem to be, they can be made to cohere in a way that provides one response to the opinions you put forth in your post here.
