There ARE some 'dog friendly' offices & workplaces. Most places aren't, so this guy that is finding them a distraction should try for another job where the atmosphere is 'all business' instead of allowing distractions. I'd prefer the 'dog friendly' office environment myself. I'd be the sort who would get more done by: work, pet a doghead, more work than if I were stuck under tight deadlines to work under.
